transportation networks, The Rails, …and the Wasted Lands.
Rarely seen, he rules his empire and his army of manufactured Hollow
Men from his railroad car headquarters. He and The Doctor instigated
the destructive Iron Wars, ultimately splitting the Wasted Lands
into two distinct areas, Rail and Mortal City, which each rules
independently. Both of these power brokers seek sole control over
all the Wasted Lands, which will lead to their undoing
