While ruling Mortal City with an iron fist, The Doctor is secretly
planning The Final Solution…mass genocide through chemical
and biological warfare, so he can rule the Wasted Lands. He performs
evil, bizarre experimentations. Employed in his command are his
sidekick Scar, the mysterious Interns, the mercenary army The Engine,
and the Force Police. He formerly headed the Enigma Division when
Iguana was an agent, and still revels in
taunting Iguana; however, the Doctor has seriously underestimated
the vengeful anger and lunacy that drives Iguana…The Doctor’s
ultimate downfall.
